While arrest records ARE 'public documents,' NO law enforcement agency anywhere in the country (to my knowledge) posts this information on-line. The manhours and the scope of the task is too great. However - you can go to your local law enforcement agency and ask to see their arrest book.
No same-sex couples have legally married in Stephens county, even though Oklahoma's ban on same-sex marriage was struck down as unconstitutional by a federal court on January 14, 2014. A stay was granted on that ruling pending the outcome of an appeal. The state of Oklahoma lost its appeal on July 18, 2014, when the United States Court of Appeals for the 10th Circuit ruled that Oklahoma cannot treat same-sex couples differently from other couples. Governor Fallin of Oklahoma has now appealed to the United States Supreme Court, which is likely to decide the issue by the end of June 2015. In the meantime, no same-sex couples may marry in Oklahoma.

Many states and counties list their inmate records online, where you can search for inmates by name. If online searching is not available, you can call the sheriff's office or the state Department of Corrections.
Oklahoma is a US State and does not contain other states.

Most states have a Department of Corrections that provides inmate databases that you can search online. Vinelink, which is a victim notification service, also provides inmate searching for many states. County sheriff's also provide jail records online as well.

No, it is not. Texas and Oklahoma are neighboring states of the United States, and they are not the same. Oklahoma does share a border with Texas; there is also a Texas County in Oklahoma. But when you are talking about Texas, you are talking about a separate state, which is not part of Oklahoma at all.
