Likely, no where. There is a push from animal welfare groups to charge a "rehoming fee" for even mongrel pups. Free pups are more likely to be adopted on impulse, and thus often end up abused, neglected or abandoned when the novelty wears off. Free pups are also likely to be taken in by flippers who turn around and sell the puppy for a profit.

Best scenario is to find a puppy that's had shots and dewormer, and has an adoption fee to reflect the cost of the vet care the puppy has received. If you can't afford to pay for a pup that's had some vet care, you can't afford the vet care either.
