Latex was not invented. Latex is a naturally found liquid from most plants. It is a separate liquid than plant sap.
I'm failing to see any real point in applying makeup you will then cover up with latex anyway. Under some unusual circumstances you might want to apply makeup prior to adding a latex appliance (if, for example, the skin beneath will be able to be seen through an opening in the appliance), but normally the makeup will be the finish.

I would probably go with liquid latex if you're doing fake blood clots. Put the liquid latex on in a few thick layers, then you can tear it and shape it the way you want it. Then apply red make-up. Bloody Mary is a great brand of makeup for Halloween. You could get red cream makeup or red powder and go over the liquid latex until you get the look you want. There are lots of YouTube videos that give great step by step instructions for doing Halloween makeup.
White glue does not include liquid latex. That is a concrete and tile glue additive. White glue is polyvinyl acetate.

Steve Johnson's Edge FX did the special Effects makeup for the cat in the hat. the makeup for thing 1 and thing 2 were also made and created by Edge FX. the makeup was made of foam latex. the makeup for the cat took 2 Hours to apply each day. the makeup for the things took 3 hours to apply each day. the cat had 1 piece of latex to put on. the things had 2 or a whole mask to put on.

I have known liquid Latex to be supplied in buckets; in an ammonia-based solution. As with everything else, I am sure there are other methods.
