Every Pokémon has a 1 in 8,192 chance of being shiny. If you want to get a Shiny Rayquaza, save in front of it, start the battle, and soft reset (A +B + Start + Select) if Rayquaza is not shiny and repeat until it is. This could take days, weeks, months, or more, though. Even if you soft reset 8,192 times, it might not be shiny, but it could be after 10 tries. It's all a matter of luck.
