i'm sure if you go to a potion store you'll find some there's 1 in whiterun, riften and some vampire girl in the dark brotherhood and if you sleep 48 hours they will get more items so if it's not there at first just sleep 48 hours game time
Any blacksmith you come across can teach you. They're pretty much everywhere. The blacksmith in WhiteRun, Riften and Solitute are some of them.
You might find them in Dwemer ruins. Or you could increase your Smithing skill and buy the perk that lets you make your own Dwarven items. Or continue levelling up, and they'll appear in shops and the hands of your enemies.
You don't. However, you can make mithril items with the smithing skill. You make them from mithril bars, which you can make yourself from mithril ore and coal, which you can get with the mining skill.

As far as I can remember there is only 1 Imcando Dwarf in Runescape which interacts with the player. You can find Him near Mudskipper point, South of Port Sarim. If this is the first time meeting him, you will need to bring him a Redberry Pie; which can be bought or made.
