There are five Behemoths in Fallout 3:
One appears outside the GNR building, which the player visits during the Galaxy New Radio quest. To find this location, go to Farragut West Station and follow the tunnels to Tenleytown/Friendship Station tunnels. Following the tracks to the Tenleytown half.
One is in a cage in the Evergreen Mills trainyard, just east of Smith Casey's Garage
One is in the Capitol building.
One is northeast of the Takoma Park in Takoma Industrial, along with several supermutants.
The last one is near Jury Street Metro Station. Find the wrecked train car and look for the cage with a teddy bear inside it. Open the cage and take the bear to cause the Behemoth to come running over the hill.
