There is not a flasher on a 1996 Lincoln Town Car. The turn signal and hazard flashers are operated by what is referred to as the lighting control module. It is located in the dash behind the knee bolster above the accelerator pedal.
There is no flasher unit on a 97. It is controled by an LCM or Lighting Control Module. Dealership part and is pretty pricey.
On a 1991 Lincoln Town Car, the hazard flasher switch is typically located on the dashboard, to the left of the steering wheel, near the headlight switch. It is marked with a triangle symbol. To activate the hazard lights, simply press the switch.

There is no flasher on the 97. It is all controlled by the LCM or lighting control module. I believe it is between $200 and $400 for a dealership replacement.
