Located On the Throttle Body under the Intake arm, Itle have two 8mm Bolts on the left and right side with a six wire plug going into it.
the idc or idle air controller is located on the left of the engine under the throttle body
below the air intake on the throttle body

Im not a mechanic but I had Idle Problems with my 94 Dodge Stealth for a while, i did a full tune up including Distributor cap and rotor button, and put some fuel injector cleaner in with a full tank of gas and it runs much better. Of course that's if checking the actual idle doesn't work, which i believe is easily adjustable, and located somewhere under the distributor assembly.
when the engine starts and is warming up the idle is supposed to be at around 1500 rpm but when the engine warms up the idle should drop to between 700 and 1000 rpm. if it doesnt drop then see a mechanic because it is a very complicated fix
Idle speed on a Dodge Neon is not adjustable. Idle is computer controlled with an airflow control motor on the throttle body.
at idle between 25-35 on acceleration it should get up to around 50psi. if it drops fuel pump is bad you can purchase one on eBay for around $80
