The easiest way to make any Pokemon happy in HeartGold/SoulSilver is to walk around with the Pokemon following you. This is slow however. To speed the process up, get your Pokemon a haircut in the Goldenrod underground road. There are two brothers. The older brother gives better haircuts, costs 500, and can be found on Tuesdays, Thursdays and Saturdays. The younger brother's haircuts aren't as good, but he only costs 300. He can be found Sundays, Wednesdays and Saturdays. You can only get one haircut per day. The held item Soothe Bell also helps a lot by making the holder more friendly. It can be obtained by trading any Pokemon for Jasmine's Steelix, named Rusty, at the National Park. There is another way of obtaining the Soothe Bell, but I can't remember it just now. The nature of the Pokemon can also be used to make your Pokemon happy, for instance, some Pokemon enjoy running when following you, and some just like fighting. Using items like carabos, protein and iron also make a Pokemon happier. Allowing a Pokemon to faint makes it unhappy, as does using the bitter herbal medicine.
