some people say you can find it in artisian cave in the battle frontier. you water a sudowudo and it attcks u. then you use surf ( u need waterfall.) and go down the waterfall and surf into a cave. all it has is smeargle. pretty boring, but don't forget about the rare Pokemon! :) I don't know how to get to the jirachi though
