I have listed all the Legendary Pokemon that can be caught in Pokemon LeafGreen, where they're located, and how to get to them. Articuno: Ice/Flying - Level 50 Found deep in the Seafoam Islands. You'll need the HMs Surf, Strength, and Rock Smash (I'm not sure about Rock Smash, but bring it anyways), some strong Pokemon that aren't weak to Ice- or Flying-Type attacks, and a bunch of Ultra Balls. DO NOT WASTE YOUR MASTER BALL ON IT. Zapdos: Electric/Flying - Level 50 Found in the Power Plant. You'll need the HM Surf, some strong Pokemon that aren't weak to Electric- or Flying-Type attacks, and a bunch of Ultra Balls. DO NOT WASTE YOUR MASTER BALL ON IT. Moltres: Fire/Flying - Level 50 Found atop Mount Ember on One Island. You'll need the HMs Surf, Strength, and Rock Smash (I'm not sure about Rock Smash, but bring it anyways), some strong Pokemon that aren't weak to Fire- or Flying-Type attacks, and a bunch of Ultra Balls. DO NOT WASTE YOUR MASTER BALL ON IT. Mewtwo: Psychic - Level 70 Found deep in Cerulean Cave after fixing the Network Machine for Celio on One Island. You'll need the HMs Surf, Strength, and Rock Smash (I'm not sure about Strength and Rock Smash, but bring them anyways), some very strong Pokemon that aren't weak to Psychic-Type attacks, and a bunch of Ultra Balls. YOU CAN CONSIDER USING YOUR MASTER BALL ON IT, BUT I'D STILL THINK BEFORE USING IT! Deoxys: Psychic - Level 30 Found on Birth Island (also called Eight or Nine Island, I can't remember which). You'll need to visit a Nintendo Event and get the Aurora Ticket in order to visit the island. Sorry. You won't need any HMs, but you will need some somewhat strong Pokemon that aren't weak to Psychic-Type attacks and a bunch of Ultra Balls. DO NOT WASTE YOUR MASTER BALL ON IT! Ho-oh: Fire/Flying - Level 70 Found on the Navel Rock (also called Eight or Nine Island, I can't remember which). Go up to the left of Navel Rock to reach it. You won't need any HMs, but you will need some very strong Pokemon that aren't weak to Fire- or Flying-Type attacks and a bunch of Ultra Balls. Try Mt. Moon lower level. Paras is common in the basements of Mt. Moon and in the Safari Zone areas 1 & 2 in FireRed/LeafGreen, while Diamond/Pearl players can find him in the Safari Game yet again(albeit rather rarely).
The answer is that you can get Parasect in either the Safari Zone or Cerulean Cave. I would definitely recommend Cerulean Cave over the Safari Zone. The cave is full of super powerful Pokemon, I caught a LVL. 68 Parasect in there.
Go to the great marsh, and look thru the bonoculars until you see a paras.
You can find a Parasect on the floors 1, 2 and the basement floor 1 in the Cerulean Cave.
You can also find a Parasect in the Area 1 of the Safari Zone.
