Steinberg's Quadrafuzz plugin is discontinued and no longer available. If you can find an old copy of it, installing it in to the system would allow you to use it as a VST plugin inside FL Studio automatically.
The only legal way of downloading it is by buying it of the FL Studio Website. Or you can pirate it at your own risk. Hope I answered your question :)
You can buy it directly from the FL Studio website or most music stores.
