You can only get it in the versions ruby, saphire, and emarald.
Not without cheating. Ruby can get Groudon and Rayquaza, Saphire can get kygore and rayquaza, but only Emerald can get them all.

There is no real method of doing so, the only way of getting Rayquaza is to capture it (using a Pokeball) in Ruby/Saphire/Emerald.
It's on the northern edge of route 131. You need a mach bike to get to Rayquaza.
The legendary Pokemon in Pokemon sapphire are groudon, rayquaza, Kyogre, Regice, Regirock and registeel EDIT: No you cannot unlock/get Groudon, Rayquaza, or the Regi's.
You catch raquazza at the top of Sky pillar by Pacific log town, and you can not catch Groudon in Saphire
first off its rayquaza and u don't u bring it over from ruby/saphire/emerald
Rayquaza is only in the Pokemon Versions: Ruby, Saphire, Emerald, Heart Gold, and Soul Silver. It is not in Pokemon Platinum.
