This happened to me. I called Safelink, they told me to either buy another charger or send the safelink phone back and they would send a new phone w/charger. Also was told if I didn't send the cell phone that was in my possession after they sent the new phone, they would turn the service off...
If your USB charger port is broken on your Samsung Galaxy S phone, you will have to disassemble your whole phone, and solder a new connector on to the phone's motherboard.
It's not the phone, it's the charger. My did that and the only solution was to buy a new charger. Hope this helps(: Good luck!

A new Samsung phone can be purchased at a local cell phone store or by visiting the Samsung website to order it online. The prices for a new Samsung may vary on location and model of the phone.

Go to the store where you bought the phone and request a new charger or see if you are using the charger wrong.

buy a new phone
I had this same problem with mine. I came to the conclusion that the pins in the phone were messed up, when we bought another charger and it didn't work. What you need to do is get an extra battery and a battery charger. You charge the batteries instead of the phone. While one is charging, you are using the other, and you switch them as needed. Unless of course you want a new phone
