you can steal one from the FBI when you have a five star wanted level. they dont know how to fly it so it move slowly on the ground. HAHA I just cidding you can get it the land air water side mission thingy.

UM you can find it at the docks near the police station near the top of the west island after you get on the other island and after you do one of Rennie's missions but once you get to the meeting place ,if you want the chopper the fly away from Gonzalez's boat coz your men will shoot the bad dudes and Gonzalez will live, on the other hand if you let him die and you fail the mission then the sparrow should be there at the dock

You can get a sparrow at the backside of the Vercetti Mansion.You can also get a sparrow on one of the home on Washington.

Locations of the Sparrow Are:

Find one on the grassy area in Vice Point, across the Links View Apartment near an alleyway.

Second is on a roof in Little Haiti.

And on a roof across Apartment 3C in Ocean Beach.
