Well you don't need a personal license to tattoo in Washington State, although most large cities like Seattle you must have a business license and a license for a tattoo shop which you can get from the police department or the health department, these are your proof that you will keep everything sterile and clean and participate in inspections and such.
While it is true that one currently does not need a license to be a tattoo artist in Washington state now (Aug. 2009), Substitute Senate Bill 5391, passed in the 2009 legislative session and signed by Governor Gregoire, will require licensure for those offering tattoos. The law will go into effect on July 1, 2010. Also, since 2001, the standards for sterilization of equipment, and proper maintenance of premises, etc. for tattoo parlors and tattoo artists has been defined by law. Failure to meet these standards is a criminal offense (a misdemeanor).
I am licensed to tattoo in Oregon and I had to go to tattoo school. There are a few schools around located in tattoo shops. The schooling took about 9 months and a big chunk of change! Upon completion of schooling the school will forward your transcript to the state health licensing office, then you have to pass a state exam and pay fees to obtain your license, good luck!

There is currently no license required for tattoo artists in Washington state... it is considered an unregulated state. So - you basically just get in by going to school for it, apprenticing, or being self-taught. You do need a Bloodborn Pathogen Certificate. Also a business license may be required.

The laws vary state to state, but as of now, I do not believe that you have to get a "tattoo license" in the state of North Carolina. In a lot of instances the "license" to which people commonly refer to as the "tattoo license" is usually a business license, which you need to legally operate to begin with. This in addition to being trained and passing courses in bloodborne pathogens as well as CPR and basic first aid. Call your local health board.
