Steal it from the elekid or action replay is the only other way. I believe there is a chance that wild electabuzz will also hold it, but you will have to get it off a wild pokemon. This will only work in Platinum. go to valley windworks and use surf to get to the back of the place, then you will see 2 Poke balls one will contain the TM Thunderbolt and the other will be holding the Electrizer.
