In Pokemon Emerald, You can get good Pokemon in the Safari Zone west of Lilycove City and a little northeast or Mt. Pyre. If you already defeated the Elite Four the first time, then the Safari Zone will open a new area filled with a lot of Pokemon from the Jhoto Region!
