You weren't specific enough to have this question answered. There are several expansions to HeroScape, so they're different prices.
The original version of Heroscape, published in 2004, is credited to the trio of: Rob Daviau, Craig Van Ness and Stephen Baker.

when you buy a heroscape master set it will always come with a rule book that will tell you how to play if you have brought only an expansion set you wont have enough figures to play properly and should buy a master set
