you have to beat the elite four and get the National pokedex then get the rainbow pass from celio and go to four island go to the east of the island and surf across the pond and go in to the cave get through the cave and you will find the HM then teach it to a Pokemon and go up the water fall in the cave and you will see lorelei and team rocket. :)
