You have to have any of the three "Pokemon Rangers", "Pokemon Rangers Shadow Of Almia", or "Pokemon Rangers Guardian Signs" and have a mystery egg mission which is a special event and after the mission, you have to have 2 DS's and transfer your Mystery Egg to your game and there you go!P.S.
