I'm sure there are better sites out there, but you should try Petfinder.com. It asks you to type in information about where you live, what type of dog you want (breed, age, and sex) and searches for all of this with nearby breeders and shelters.

I strongly recommend you buy a pug that is kennel club and from a breeder that only breeds pugs, or only pugs and another breed; you sould never buy any dog from a breeder that breeds more than two breeds. DO NOT BUY FROM A PET SHOP AS THEY GET THEM FROM FARMS THAT BREED LOTS AND LOTS OF DOGS.

Breeders, pet stores (although they probably come from puppy mills which is horrible), shelters. I would recommend going to Mid Atlantic Pug Rescue or pug rescues in your state.
