For leveling a character, just questing will get you all the armor you need while you level.
You can also have a friend or guildie craft you some armor. You will probably need to provide some mats or gold as a tip to them. Along the same lines, you can purchase decent armor off the auction house if you have enough gold.
Doing dungeons (instances) you can get some pretty decent rare (blue) from bosses and trash mobs. Also while leveling (at least until 70), doing dungeons will drop a Satchel of Helpful Things, which contains something that can be useful to your character. However, it might not be for your spec, so you just need to keep trying.

Some monsters on runescape drop dragon armor but it is usually a rare drop.

Dragonslayer is a really good armor, but it is not the best! it is probably most suited for lvl 0-30 because after that, you would want an armor like necromancer, dark knight, or guardian! Most people think guardian armor is the best. I still think dragonslayer is good though as i still wear it and i am lvl 26! I also have dragonlord armor which is probably just as good! if you wanna fight me, my id is: 9719322! Again, i am lvl 26 and i think dragonslayer or dragonlord would be my best armor!
