You cant obtain him in Pearl or dimond but after you beat the elite four you shoulod be able to acsess Pal Park so then you can Trade over a Squrtil from a preveus game you may own like Fire Red or Leaf green ( Pokemon Emeralde, Ruby and Sapphire work as well ) ...sorry for my apporling spelling.
