Well...you can go anywhere as long as you bring a parent or guardian with you. No reputable piercing parlor will pierce a minor without adult permission, and here's why: you are not legally responsible for yourself yet. The release form they have you sign absolving them of anything that might happen because of your piercing, would be completely void because you are a minor. If you get pierced then go home and get infected, end up with hep b or c or something, your parents can sue the parlor and there's nothing they can do about it. In fact, a lot of places require both you and your parent or guardian to provide picture identification which they then Xerox. Just in case, remember piercing parlors are actual businesses, and they need to stay in business in order to make money. They're not going to do anything that would jeopardize their jobs, so...you're gonna have to wait until you're 18 or have your parents go with you.

Most studios won't pierce anyone under 16 without parental concent and even if you do have concent, most studios don't pierce people under 14. If you come across a piercing studio that doesn't ask for your age/ID, then they're not very professional, and I would avoid them.

For my first lip ring, the guy told me that that (14) was the standard size, but I opted for 16 instead, because 14 looked too thick for my little lip! So now it's hard for me to find lip jewelry (labrets, anyway), since they're all 14. However, maybe that guy was just stupid and 16 is "normal" for lips too. My current piercer certainly didn't find anything odd about me saying I wanted a 16 gauge for both my lip and septum piercings that he did for me, but lots of people do have thicker (14 gauge) jewelry in their lips and septums.
