Well...you can go anywhere as long as you bring a parent or guardian with you. No reputable piercing parlor will pierce a minor without adult permission, and here's why: you are not legally responsible for yourself yet. The release form they have you sign absolving them of anything that might happen because of your piercing, would be completely void because you are a minor. If you get pierced then go home and get infected, end up with hep b or c or something, your parents can sue the parlor and there's nothing they can do about it. In fact, a lot of places require both you and your parent or guardian to provide picture identification which they then Xerox. Just in case, remember piercing parlors are actual businesses, and they need to stay in business in order to make money. They're not going to do anything that would jeopardize their jobs, so...you're gonna have to wait until you're 18 or have your parents go with you.
