There are two options for this. You could go to the Al-Kharid dueling arena (if you call that close), or you could go to a PVP world.
You cannot become a goblin on Runescape. The only way is using a glitch and then you will be banned. A goblin is an NPC - a non-player character, controlled by the computer. Other real players appear as white dots on the minimap, while NPCs (both monsters and NPCs which you can't fight against - such as the Lumbridge Guide and other tutors) appear as yellow dots.
The closest one is in Varrock, North of the Champions Guild. There are 2 clay rocks by each other and one on its own.
Meet them somewhere in rune scape Eg: Lumbridge ,Varrock,Falador etc. Their is really no other way.

Look for the Exclamation mark on your map (!). Another entrance can be found East of Draynor, near the jailhouse, however the other way is recommended as the Jail Guards here are aggressive towards players.
