Free photoshop downloads on a trial basis (30 days) are available on adobe's website. Though it is not legal and therefore I do not recommend or condone it, photoshop can be found through pirate/torrent sites in their full version.
If you want to abide by the law and edit your images for more than thirty days, I highly recommend a program called GIMP. It is photoshop's free equal and is available at GIMP.org.
I find it very much comparable to photoshop. I own both programs and switch back and forth between the two depending on my needs, but I work mostly from GIMP, to be honest.
You may not love GIMP at first, but I recommend sticking with it. Over time you may come to appreciate it even more than Photoshop.
Also, because GIMP is a free program, updates are free and being produced much more often than Photoshop. I have also found that the community and support that follow GIMP is much more expansive and is often in the interest of teaching and helping others rather than bragging or showboating.
