you can't find one in platinum, dude. you need to migrate it or go wi-fi.

you can see one in the battle tower (when you get nat. dex) but it wont show up in your dex. the trainer would have a cydaquil, charmander and torchic.
Charmander doesn't appear in the wild. You obtain it by beating the game, then migrate it from Pokémon FireRed, LeafGreen, Ruby, Sapphire, or Emerald.

you can't find a Charmander, you have to get a Charmander by trading a pokemon to a person that has a Charmander.

Im pretty sure the only way to get Charmeleon is to evolve Charmander. To get Charmander, you have to choose him as your starter, (if its available), obtain through trade from a friend, or if in Diamond/Pearl, transfer.
if you got wifi, you can get it in jubilife city trade building but you have to see one somehow.
One's a different colour than the normal one. Example: normal charmander: orange shiny charmander: gold
