Walking is not a skill at all. However, your Agility level effects how long you can run, walking however is not and most likely will never be incorporated as a skill in RuneScape.

There haven't been any new skills in about like 2 years on runescape. Although it is confusing when seeing a magic, quest and prayer skillcape emote. They are all pretty similar. I don't know if you get a skillcape for completing achievements diary or not. Jagex announced that they are currently working on a new skill. They did not yet announce what the skill will be. Check the announcements on the RuneScape main page, and check your list of skills now and then in case you missed the announcement. NEW UPDATE: dungeoneering is the new skill.
