You cannot catch wild Togetics.
You have to catch Togepi on a little island along route 230 and raise it by keeping it in your party all the time until it reaches to a certain level of friendliness. Let it hold an exp. share and it will eventually evolve into a Togetic. Be patient while you raise it! :D
