Franz Ferdinand never reigned. His father's brother, Franz Joseph, was the Emperor for sixty-eight years. The Emperor's only son, the cousin of Franz Ferdinand, committed suicide when the Emperor refused him permission to marry the girl he loved (see the movie "Mayerling"). With that suicide the old Emperor had no heir, and tried to make his brother, Franz Ferdinand's father, the heir to the throne, but the brother did not want it. So that left Franz Ferdinand to be the heir to the throne when his old uncle might die, but he just lived on and on and on. Franz Ferdinand was heir for more than fifteen years, but when he was murdered his uncle was still alive. The old Emperor outlived Franz Ferdinand by two years, dying in 1916.

The black hand, a Serbian group, decided to assassinate Archduke Franz Ferdinand. The assassination does not appear to be 'ordered', which would imply that a command was given and a different person or persons would then carry out the assassination attempt. The initial attempt was a tossed bomb which was deflected by the Archduke and left the royals uninjured. After the bungled attempt, the vehicle driver made a wrong turn and drove past a deli where one of the conspirators (Gavrillo Princip) had gone after the bungled attempt. Gavrillo Princip was an expert marksman and was armed with a .22 Browning Pistol and fired two rounds killing each of his targets. You know the threat is there, but you don't know why. The merchants in the town are unfriendly and uncooperative. And the policeman has a whip.
