Moses never entered Israel. In fact, Moses never set foot in Israel at any time in his life, either before or after the Exodus.
God gave the Law to Israel via Moses, and as much of the Law directly concerns the priesthood headed by Aaron, this means the two key people in Leviticus are Moses and Aaron.
Moses literally did nothing in Israel ... he never set foot in the 'promised land'.
Jewish tradition and scripture hold that the law was delivered by Moses (משה) to the Children of Israel (×‘× ×™ ישראל).
Aaron helped Moses.
The Pharisees were the supposed experts of the Law of Moses, which were the laws that the nation of Israel were governed by, so yes, they were the lawyers of their time.

Moses did not divide people into groups. The children of Israel were divided into tribes based on which son of Jacob(Israel) they descended from.
To Moses the Lord first gave the Higher Priesthood and revealed the fullness of the gospel. But Israel rebelled and manifest such gross unworthiness that their God took from them the power whereby they could have become a kingdom of priests and of kings and gave them instead a lesser law, a preparatory gospel. He gave them instead The Law of Moses. They were the divers washings, and carnal ordinances, imposed on them until the time of reformation. They were the law of commandments contained in ordinances. When Christ came the law was done away with and the Higher Law was again restored. The Lord said "Behold, I say unto you the law if fulfilled that was given unto Moses".
