Of course not, beginning with Pope John Paul II, and picking up speed with Pope Benedict XVI, the Vatican has done everything possible to bring every accused priest to justice and protect children in every way possible. Pope Benedict XVI, in the last two years of his Pontificate laicized over 400 priests. Evidently he heard God calling even at the age of 5 years. He told his parents he wanted to be a cardinal when he grew up.
Historical evidence for papal resignations is limited, especially if one eliminates resignations that may have been forced.Clement I (92?-101): Epiphanius asserted that Clement gave up the pontificate to Linus for the sake of peace and became pope again after the death of Cletus.Pontian (230-235): Allegedly resigned after being exiled to the mines of Sardinia during persecution of Maximinus Thrax.Cyriacus: A fictional character created in the Middle Ages who supposedly received a heavenly command to resign.Marcellinus (296-304): Abdicated or was deposed after complying with Diocletian's order to offer sacrifice to pagan gods.Martin I (649-655): Exiled by Emperor Constans II to Crimea. Before he died, clergy of Rome elected a successor whom he appears to have approved.Benedict V (964): After one month in office, he accepted deposition by Emperor Otto I.Benedict IX (1032-45): Benedict resigned after selling the papacy to his godfather Gregory VI.Gregory VI (1045-46): Deposed for simony by Henry III.Celestine V (1294): A hermit, elected at age of 80 and overwhelmed by the office, resigned. He was imprisoned by his successor.Gregory XII (1406-15): Resigned at request of Council of Constance to help end the Great Western Schism.Pope Benedict XVI (2005-2013)
There have been about a dozen pontiffs before Benedict XVI who either resigned or were forced to abdicate for one reason or the other. One of the better known was Pope Celestine V, whose tomb Benedict XVI visited shorlty before he resigned. Pope Celestine V managed to resign as he really didn't want to be Pope He was a Benedictine monk and hermit and at his election the monks and Cardinals literally showed up at his cave and dragged him out. He made a valiant effort at being pope but was obviously over his head and finally the senior cardinal (who wanted the position) accepted his resignation.
Pope Benedict, as Cardinal Ratzinger, was Pope John Paul II's right hand man for many, many years. It is to be hoped that the primary moving force in Cardinal Ratzinger's selection as pope was the Holy Spirit, but that fact that Pope John Paul had been Pope for many years, and that no one knew his mind better than Cardinal Ratzinger may have made the choice perfectly obvious to the Cardinals, they certainly didn't take much time to make up their minds.
