The Truman Doctrine--a policy of supporting anti-communist regimes with military and economic aid. The Doctrine was first used in support of democratic governments in Greece and Turkey. Truman was also influenced by George F. Kennan of the State Department. The Russians would test the United States but would do socautiously. Kennan argued that is the US showed its military might, the Soviets would back down. When the Soviets stepped up their support of Communist guerrillas in Greece in 1947, Truman requested $400 million from Congress in military assistance to the pro-Western governments of Greece and Turkey.

Harry S. Truman proclaimed on March 12, 1947 that "it must be the policy of the United States to support free peoples who are resisting attempted subjugation by armed minorities or outside pressures. The Truman Doctrine, far from representing a revolution in American foreign policy, was very much in line with previously established precedents for dealing with shifts in the European balance of power; that despite its sweeping language the Truman administration, between 1947 and 1950, had neither the intention nor the capability of policing the rest of the world; and that the real commitment to contain communism everywhere originated in the events surrounding the Korean War, not the crisis in Greece and Turkey. The doctrine was inmplememted at a joint session of Congress on March 12, 1947. President Harry S Truman requested $400 million in military and economic aid for Greece and Turkey.
