That changed rapidly during World War 2, especially from late 1940 onwards. At first, there were all kinds of restrictions on the jobs that "enemy aliens" (that is, people with German or Austrian passports) could do. For example, many of the early refugees had to go into domestic service. Later, it became policy to make full use of their skills.

Neutral countries such as spain and norway (not sure it might be sweden or both) were often targets for refugees because there was no fighting going on there.
Nope not all refugees come to Britain most of them are in America. Most Mexicans go to America. Refugees only come to Britain because whatever country is closer to Britain then they'll come.
Rwandan refugees go to their neighboring countries, for example Zaire and Uganda. Burundi is not a safe place for refugees.

They usually leave their country and go to a refugee camp set up on the border of their country then after that they may go on a boat to another country then they will never be able to go back to their own country.
