Only Adam was mentioned first does not mean that he was the first human ever to be created. There were other peoples created before him. There are proofs of more ancient constructions and cave paintings, before 4000 B.C. odd that prove that there were others. It was said in The Bible about Cain that when God cursed him to wander the earth, Cain lamented,
Ge. 4:14 Today you are driving me from the land, and I will be hidden from your presence; I will be a restless wanderer on the earth, and whoever finds me will kill me."
Ge. 4:15 But the LORD said to him, "Not so; [Septuagint, Vulgate and Syriac; Hebrew Very well] if anyone kills Cain, he will suffer vengeance seven times over." Then the LORD put a mark on Cain so that no one who found him would kill him.
This proves that there were other people living on Earth at that time who would hear of the curse and kill Cain.
Ge. 4:16 So Cain went out from the LORD's presence and lived in the
land of Nod, [Nod means wandering (see verses 12 and 14).]

Cain did marry another woman, (not his sister as some think, because no daughters were born to Adam and Eve yet, who could marry Cain, nor an angel, they don't reproduce, it is unholy to think so) a foreign woman. Other peoples were existing at that time. The genesis tells the story of only the "chosen people", the people created and chosen by God.
If there were only Cain and his wife in that region, what was the need to build a city? There were other people who would come and live in that city.
