Aside from the Spartans, Ares was not widely worshiped in Greece. And while he was the God of War, most Achaean Greeks would have prayed to Athena in that regard. So Ares was much less important in Greece than in Rome.
Ares was a god, not a city-state. Not surprisingly he was prominent in the city-state of Sparta.
