After Ulysses S. Grant secured the surrender of the Confederate forces at Appomattox from Gen. Lee, Grant was stern to his troops about gloating in the much lauded victory by his Union troops. Grant admired Lee very much from his command during the Mexican-American war and the two even made small talk about the war before Gen Lee moved to the important business at hand concerning the surrender of his confederate forces in Virginia. So to answer the question from Grants position he would have no gloating or celebrating under his watch after the "official" victory of the Civil war.
