President Franklin D. Roosevelt authorized the development of the atomic bomb, but Harry Truman was President at the time of the bomb's first successful test, and he is the one who authorized its use in populated areas. The Manhattan Project, the development of the atomic bomb, was such a secret that even Vice President Truman didn't know about it until after he became President. (I don't know whether or not Vice President Wallace knew about the project.)

Harry S. Truman (23rd US President) succeeded to the office on April 12, 1945 when Franklin D. Roosevelt died. Although both FDR and Truman had classified knowledge of the Manhattan Project, no decision could be made on the use of any A-bombs until they were shown to actually work. The first nuclear detonation came on July 16, 1945, two months after FDR died, and it was Truman's decision to actually employ them to force the surrender of Japan. Hiroshima was struck on August 6 and Nagasaki on August 9.
What do you mean, "leader"? Harry Truman was president of the US when both the first and second atomic bombs were dropped. The commander of the aircraft the "second" bomb (actually the third detonated, but the second to be "dropped" since the first was a test explosion and was not dropped but rather mounted on a tower) was dropped from was Major Charles W. Sweeney.
