The pyramid has 13 rows of stones representing the original 13 colonies. It's unfinished, symbolizing that the US is still a work in progress and will never be complete as a nation. The peak holds the Eye of Providence, looking out over and for the new country.

The eagle is topped by a cloud with 13 stars, again representing the original colonies. The eagle olive branch in one claw symbolizes the country's desire for peace while the arrows indicate its willingness to defend itself by force if necessary. The eagle himself faces towards the olive branch to show the country's preference for peace over war.
