That is a difficult question. It depends on what you regard as being the first computer. The first electronic ones were built in the 1940s. However there were many machines prior to that that have the 4 basic elements that any modern computer system has:

There are lots of machines that could do that before electronic computers. Charles Babbage's design for the "Analytical Engine" being one such device, and that was in the 18th century. If you really want to say what was the first computer of all, you can argue that it was the abacus, as it was a counting device. The abacus goes back several thousands of years to the Chinese and Babylonians.
