All I can find is a possibly apochryphal story from the English 1850s, wherein one being arrested for public drunkenness would not see the policeman involved but only 'fuzz' I have my doubts, and will keep a lookout.
The word is of uncertain origin, The American umderworld of the 1925/1930's mau have used the word as 'fuss' for people who were hard to please

The fuzz are the cops.
The fuzz causes water to bead off and not cling to the skin, which makes them more resistant to some types of mold and rot.

Fuzz is a slang term for the police.
"The fuzz" is a slang term often used to refer to the police. It has been used in popular culture and among certain groups to describe law enforcement officers.
"Fuzz" is an old fashioned slang term for the police. You hardly ever hear it any more. Other terms for police include bobbies and coppers, or cops. Nowadays, you even hear the slang "po-po."
There may be multiple explanations for fuzz on your clothing. The most common one may be that you washed your clothing with another piece of "fuzzy" clothing, during the process some fuzz was removed from that piece of clothing and attached to the other pieces.
My dictionary suggests it came about as a slang word for the police officers who were seen to make a FUSS (fuzz) over incidents happening on their beat area. The term appears to have started in general use sometime between 1925 and 1930.
The plural of fuzz is fuzziest.
