All I can find is a possibly apochryphal story from the English 1850s, wherein one being arrested for public drunkenness would not see the policeman involved but only 'fuzz' I have my doubts, and will keep a lookout.

The word is of uncertain origin, The American umderworld of the 1925/1930's mau have used the word as 'fuss' for people who were hard to please
