It really depends on you, or how fast you can learn things. Some people learn the language within a year, and others take longer.
People learn a language best when immersed it. You can go to a language school or live in a country that speaks that language for several weeks.
If you have the time and money go to the Philippines to an area where the language you want to learn is spoken and live there, met people, ask them to help you learn their language. Don't go to a big city go to a small country town. People are the best resource when learning a language. If you can't afford the time or expense to go and live in the Philippines find some Filipinos where you live ask if they will help you. Eventually you will need to know some grammar so your 'helper' should have an understanding of the grammar of his language.
I think it will be good to have advertisement in language school so that a person who wants to learn a language he or she will know where to go. Cause people get discriminated for there talking.
