The title goes with the vehicle. Pass the title on to the new owner even if it is a junk yard.
The Owner simply signs the Title and gives it to the junk yard.
With a bill of sale from the junk yard, you should be able to apply at the state for an "indemnified" title.
If it drives, you can drive it round the junkyards and see what they will offer. If it doesn't start or move you can usually call a local junk yard and they will come and tow it away and pay you the fair market value. Depending on what model year it is, the junk yard may require a clean title.

Sure you can part it out. I have no clue what you mean by sell the Vin and title. You can sell what is left of the car to a salvage yard, but the VIN # & Title stays with the car.
any junk yard will sell you one if you can tow it you can probably get one free from somebody who just wants to get rid of it of course then you have to tow it to the junk yard after it is smashed by the football team
