I only know of one area. This area also contains Blue Dragons (Adults) so it may be dangerous. It is still very possible to only attack the Baby Blue Dragons.
1.) Become a member.
2.) Go north of Falador until you reach a town called 'Taverly'.
3.) Go south-west of Taverly until you reach a dungeon (use the map to help you out). The dungeon is located just out of the town.
4.) Go inside the dungeon.
5.) Find your way through. If you see Lesser Demons, Poisonous Scorpins, Chaos Dwarves, and Flying Axes along the way, then you know you are heading in the right direction.
6.) When you reach the Chaos Dwarves, keep running south until you reach a room full of Black Knights. Go through the doors and (I think to the East?) there should be a jail cell with a guard or something standing outside it. Kill him and take the key. use the key to unlock the jail cell door and the talk to the prisoner guy. He should give you a key (Rusty Key).
7.) Run back towards the Chaos Dwarves. When you reach them, go across the small bridge-like bit of land. then head North. You should now be at the Lesser Demons.
8.) Use the Rusty Key on the gate and you will be in there! :) :p
NOTE: Don't forget your Anti-Dragonfire Shield! If you already have a Rusty Key in your bank, then skip steps 6.) and 7.)
