Technically they remain on your hard drive. The system flags the file with a code that the O/S (operating systems) recognises as not to be shown. This is how many intelligence agencies catch people who use they machines for crime. There are way to completely wipe the file one is a full wipe (Format) of the hard-drive, the other is to obtain a security software which identifies these files and forces a complete deletion

You can check your recycle bin if deleted files are still there but if your files are permanently deleted then you should go for a recovery service. I have tried Stellar data recovery service to get my important files. You can go for it too.
By default in windows XP when a user deletes files they go into the recycle bin where they reside until they are bumped out by other files the user deletes later. At which point they are actually deleted. However when a file is deleted, the data still resides on the hard disk. Basically all the file system does is remove the file from its table of contents which leaves that dataspace open for use in the future whenever new files are written. The actual data will remain until that same space is allocated to another file & thus over-written. This is done for the sake of performance, as otherwise when you deleted a large file, it would take just as long to delete it as it did to write it. As it is, file deletion is near instantaneous. There are utilities availble which can go through and recover and/or remove this hidden data. Recovering files in this manner is very hit or miss, many times the files will be corrupted or incomplete as most OS's are near constantly reading and writing to the hard drive, it is very likely -some- of the data will have been over-written.

If you have deleted files on a computer, but need them back, there is a way to retrieve the files. Once a file is deleted, it will go into the computers recycle bin. Once the recycle bin is open, there is a button at the top to restore deleted items.
If you cannot find the files in the Recycle Bin, stop using your drive immediately to avoid overwriting them. If it is a non-system partition, you can download UFS Explorer on the system one and scan the storage with this data recovery utility. In case of a system partition, it is recommended to extract the drive and attach it to another computer as a secondary disk and only then perform data recovery.
You can reconfigure the recycle bin so deleted files don't go there. Just right click the recycle bin, select properties, check the "Do not move deleted files to the recycle bin" checkbox You can't, the recycle bin is required to stay permanently on your computer to rid of files you don't need.

It is not possible to recover these. There is no recycle bin or anywhere that these files go so you cannot get them back.
They stay on the computer, but the space they used is marked as being free to be used by other files. So as you create new files and save other files, they will start to use the space where the deleted files are, and eventually they will be completely overwritten. Because they are still there, this is why it is still possible to get some deleted files back if you try to do so soon after they are deleted. The more time you leave the more likely it is that the space they are in will be used by other files, making it impossible to get them back.
