On the Pacific Coast and where there are Volcanoes. Places like California, Mexico all the way down to the tip of South America. And also places like Korea, China, Philipines, and Japan. Why because of under ground volcanic explosions and the shifting rocks below the mantle and above the earth's crust. The earth needs to let out steam and if it does not it explodes either through volcanoes or shifting the earth to create an air pocket and let out steam. This is what I learned in Geology.

The plates have jagged edges, and so when they rub against each other, they get stuck. Since plates constantly move, the plates that are stuck create great tension, and when they are finally free, a huge amount of energy is released. Shock waves move from focus in all directions, and it causes the earth to vibrate.
An earthquake takes place, because there are tectonic plates which sometimes crash into each other, some places are more affected then others because some places are closer to the tectonic plates then others.
Earthquakes mainly occurs around areas with mountains because of the tectonic plates hitting or moving towards each other.
