In PokeMon Diamond, a Dawn Stone can be obtained at Route 225 with the use of Rock Climb. I believe it is at the north end. It can also be found in the Mt. Coronet area with the use of Surf. It is also possible to find a Dawn Stone with the ability 'Pickup'.

none a hard stone powers up moves -> Hard stone power ups rock type moves, it doesn't cause a Pokemon to evolve in anyway.
Find a Pokemon that can learn Rock Smash. Like Geodude.

No; there are no rock-type Pokemon that evolve by stone.
There isn't an ice type stone. A dawn stone, however, will evolve a female snorunt into a froslass. Teaching a piloswine ancientpower and leveling it up will evolve it into mamoswine. And leveling up an eevee by the frozen rock on rt. 217 will evolve it into glaceon.
