you need surf and rockclimb. hes in the embedded tower on route 47. after you've beaten red and received the kanto starter from prof. oak, go to mr Pokemon. then go to route 47. in that cave with the up and down ladder. go down. surf left all the way until you see land. use rock climb and the tower is right there.
